New Delh: BSP MP Danish Ali has written to Lok Sabha Speaker Om Birla, alleging violations of Parliamentary procedures for not calling him first in a complaint filed by him against BJP's Ramesh Bidhuri for making communal slurs against him, sources said on Saturday.
He also referred to Ethics Committee Chairman Vinod Sonkar informing the media about receiving an affidavit from an industrialist in a complaint against Trinamool Congress MP Mahua Moitra, which he said is violation of rules. Ali is a member of the Ethics Committee of Lok Sabha.
Ali told the Speaker that he had submitted a breach of privilege notice against Bidhuri on September 22 and the established procedure requires that the complainant member is called before the Privileges Committee first and then the accused member, sources said.
In contravention of norms, sources quoted Ali's letter, the MP who is accused of making communal remarks, was called first and that he has not been called by the committee to place his position till now.
On the other hand, the letter said, the Ethics Committee appeared to have followed the proper procedure in Moitra's case by summoning the complainants first.
However, Ali said, it was "very painful" to learn that the Ethics Committee Chairman has openly spoken to the media about an affidavit he received in connection with the case. Ali said this was violation of Rule 275 of the Rules of Procedure in Lok Sabha.
He requested the Speaker to intervene and direct concerned people to summon him before the Privileges Committee so that he could place his point of view.
