<p>Even as people who were allotted land at the Nadaprabhu Kempegowda Layout (NPKL) list out their grievances before the government, the allottees of Arkavathy Layout seem to be a happy lot.</p>.<p>After 12 years, development work at the Kempegowda Layout is picking up pace and is being done appropriately, said Arkavathy land allottees. The Bangalore Development Authority has allotted plots to over 3,000 people in the layout, which is part of NPKL.</p>.<p>"The work on the ground is quite visible," said M Bharat, who owned a plot at the Arkavathy Layout. "There has been nothing for 12 years. The roads are well-defined and tarred; sites are defined with numbers. This is a good thing as I had no clue of my site for more than 10 years, despite paying tax."</p>.<p>Another plot owner, Kumar, said the BDA seems to have learnt from its past mistakes.</p>.<p>"The NPKL Layout is coming up in a planned manner. The sites have been carved; and utilities like water and sewage pipelines are laid at each site, unlike in the early days at the layout when allottees had to lay the connections from the main line till their sites," he said.</p>.<p>The BDA can be proactive now since people are reluctant to begin construction without proper utility connections, Kumar added.</p>.<p>Some allottees thought it wise not to fault the BDA since they are given a plot after years of waiting.</p>.<p>Besides the Arkavathy Layout, the BDA also received a negative response from allottees of Banashankari Sixth Stage, Banashankari Extensions and Anajanapura.</p>
