He replaces K Ratna Prabha, who attained superannuation.</p>.<p class="bodytext">A 1983-batch officer, Bhaskar (57) started his civil service career as an assistant commissioner in Koppal. Before his appointment as chief secretary, Bhaskar was additional chief secretary (ACS), handling the Department of Personnel and Administrative Reforms.</p>.<p class="bodytext">“Government services should be available to the common man at his doorstep, without one having to run around government offices. This will be my focus,” Bhaskar said. Bhaskar did his MBA from the University of Birmingham. He holds a postgraduate degree in Economics from BITS Pilani. A Bengaluru native, Bhaskar completed schooling from Baldwin Boys High School and pre-university at St Joseph’s College.</p>
