The basket of crudes imported by Indian refineries has already fallen by nearly 40 per cent from $116 per barrel year ago to <a data-saferedirecturl="https://www.google.com/url?q=https://www.marketwatch.com/investing/future/cl.1&source=gmail&ust=1686896975794000&usg=AOvVaw2pKg8EidN7x8DG65zzrKOq" href="https://www.marketwatch.com/investing/future/cl.1" target="_blank">about $70 per barrel right now</a>. The oil import bill for 2023-24 is consequently also expected to be lower than <a data-saferedirecturl="https://www.google.com/url?q=https://ppac.gov.in/import-export&source=gmail&ust=1686896975794000&usg=AOvVaw1OJFb0pbkXCIUfTXCZyBMi" href="https://ppac.gov.in/import-export" target="_blank">last year’s $184 billion</a>.</p>.<p>The next step for policymakers in India should now be to cut domestic retail prices of petroleum products, to match the decline in international prices. To put the issue in perspective, it must be conceded that oil marketing companies (OMCs) were restrained from hiking rates last year when world prices had shot up. Excise duty was also cut last May to give a reprieve to consumers.</p>.<p>The restraint was costly for the OMCs which had been saddled at one point last year with under-recoveries of about Rs 1 lakh crore. In this context, it must be clarified that though technically the system of administered oil prices has been done away with, effectively it continues as the public sector companies are still subject to government directives on prices of some products like petrol and diesel.</p>.<p>The scenario has now altered significantly as the OMCs have been able to recoup their losses to a large extent. They are even reported to be getting back into the black in recent months. Consumers who have been bearing the brunt of petrol and diesel prices, making transport more costly, now need to be given some relief.
