Karnataka Budget 2020
Time for a separate Law to govern Bengaluru
A welcome feature of the Karnataka budget for 2020-21 is the announcement by the chief minister regarding the government’s intent to enact a separate legislation for Bengaluru. The need for such a law was first mooted by the Kasturirangan Committee on ‘Governance in the Bangalore Metropolitan Region and BBMP’ in 2008. In fact, a draft Bill had been prepared during the previous BJP regime (2008-13) during Yediyurappa’s first term as CM.For some reason, it did not see the light of day.

Education, health needed more funds
While Karnataka’s budget for 2020-21 does not inspire confidence, what is most disappointing is that Chief Minister B S Yediyurappa has fallen into the usual trap of spending on populist schemes and loan waivers instead of investing on core sectors like education and healthcare, which could immensely benefit the state in the long run. The allotment for education is just 11% of the budget, while for health and family welfare it is even worse at a mere 4%.

Day after Budget, CM allocates Rs 10,000 cr for UKP-III
Siddaramaiah said it was hard to believe that the government can mobilize resources. “If this had been included in the budget speech, I’d have certainly congratulated the government. But the CM is now saying he'll do jugglery to raise funds.”

Education gets bigger outlay sans new programmes
Though the total outlay of funds for the education sector in budget 2020-21 has been increased by Rs 1,617 crore with the total outlay of Rs 29,768 crore as against the previous year’s Rs 28,151, the stakeholders in the education sector are disappointed as there are no notable new announcements.
