Puducherry Chief Minister V Narayanasamy met Lt Governor Tamilisai Soundararajan on Monday and tendered his resignation.
His resignation came after his party lost the majority on the floor of the House.
Narayanasamy told reporters that the Speaker's ruling was "incorrect".
He alleged that the BJP government at the Centre, N R Congress and AIADMK have succeeded in dislodging the ruling government by using voting power used by three nominated members.
"This is the murder of democracy. The people of Puducherry and this country will teach them a lesson," he said.
